  1. An intriguing paragraph in an article about the University of West Indies in today's Jamaica Observer:
    • ... Another major strategic focus identified in the release was the restructuring of distance education and deepening of the outreach programmes in the non-campus countries. The vice-chancellor also pledged his administration's continued commitment to conservation and the development of a more entrepreneurial approach in operating the institution in the face of a limited budget.
    Does anyone know what's going on with the U.W.I. distance education program?

    Here may be part of the Vice-Chancellor's concerns:

    "Davies, speaking at a recent seminar at the University of the West Indies, questioned whether the government should continue spending huge sums on tertiary education, in light of increased migration by more educated persons."

    "He also asked whether the country should take one-sixth of the dollar allocated to education to train persons who have no allegiance or no feeling of an obligation to help in nation building."

    "Davies said that during the last fiscal year, allocation to the UWI alone accounted for 3.4 per cent of total tax revenue and 17 per cent of total allocation to the education sector."

    "This, he said, meant that $1 in ever $6 spent on education went to the UWI, compared with 33 per cent of the education dollar to primary education and 29 per cent to secondary education."
