My brother is a researcher with a MS in microbiology and is thinking of getting a PhD in something related for job growth.
He likes public schools and has taken some CS undergrad courses. He works in bioinformatics running a core facility.

He was considering public health or some form of biology. I told him about the Valdosta DPA but didn't give much information. I think it might actually be a good fit as his role is transitioning more to management.

He does not like private or for profit schools so those are out. FL is also better since that is where we live.

    Thanks for any ideas.

Consider Ph.D. programs at UK unis.

I think that Rich could be right. I don't think you're going to find a US public university offering a PhD in the hard sciences through distance learning. The British schools, the Australian schools and maybe one or two of the South African schools are probably the best bet for your friend.
