Best Options In Open Learning (in India)

    A One-year certificate course at Uttarakhand Open U. cost the student 56,000 INR. That seems reasonable, by Indian standards - $995 U.S. And hey - he ended up with a job that's working out for him. All right!

    University18, in collaboration with Don Bosco U, Karnataka Open U and Uttarakhand Open U offers some interesting programs via Online learning. It's not just for Indian students - any one can apply. Foreign nationals pay an extra, one time fee of INR10,000 (~$200). Whole MBA/MSIT can be completed for ~$3000. Since all these universities are accredited by UGC, educational evaluaters consider them as equivalent of regionally-accredited US degrees.

    I considered them at one point, but has to back-off as they do not offer self-paced. Do not expect a very high quality customer service though. That's the norm with most Indian Universities.
