When a person starts to search for an online program he usually searches at universities he knows or heard of, but after a while (If he had not find any suitable program), he starts searching for further and lesser- known programs and university.

In your opinion, how many people will consider every university that meets their needs, regardless of its location?

Would you consider an online program from, let's say, China\ Brazil?

Would your answer be any different for a PhD program?

If it meets your needs why not? The internet has opened up the prospects and it is a global economy which Greece has made us aware of once again. The questions are (1) quality, (2) price, (3) marketability for work, and I guess language or cultural barriers.

I did the reverse, i went to the US from Australia for my undergraduate. I was questioned by people here about why? How good is the quality? Will it be accepted here? What about the price? Will the Australian govt recognise it? What about other employers? The answer was (1) it was cheaper, (2) it was accepted by universities here when i applied for postgraduate studies, (3) Yes, govt did accept it (4) yes, but i needed explaining. In short, it fitted my needs in a way local degrees didn't. I guess this may apply the other way as well.

As for me, I do initialize the rules that ebbwvale mentioned "(1) quality, (2) price, (3) marketability for work." I also avoid any degree from non-English speaking country, even though the program is offered in English. There is no discrimination there, but I just to ensure to avoid any issue in the future.
