It does say "electrical engineering", but I would bet that they really mean "electrical engineering technology".

Excelsior doesn't currently offer any engineering degrees. But they have well-established, ABET-accredited programs in electrical engineering technology. These programs, in their current form, cannot be completed entirely by DL; they require a few face-to-face labs.

I agree that the degree is probably a BSEET.

I looked at three of the electronics online courses offered by Excelsior and they seem to include labs using simulation software, For example see http://www.excelsior.edu/ecapps/ViewMiniSyllabus?courseID=30617514&syllType=MINISYL
I have not scanned all the BSEET degree courses to see if any outside labs are required.

In my area a BSEET could get you a well paying laboratory technician job are in the battery, wind power, and aerospace industries.

The Program Description for the Excelsior BSEET with electronics concentration states that:

There is identical language in the descriptions of the BSEET concentrations in nanotechnology and power systems.
