It must be the job of somebody to have up-to-date knowledge about the various university offers and to provide counseling for students / learners.

Every time I try to find out what would be the best place for me to do a doctorate / ph.d. in Business Administration - Project Management (IT or Gas & Oil) I simply get lost in the ocean of information available out there. I never could reach the shore.

    Reasons:
    1. Some universities tuition/fees are per quarter, others per semester, others per course, and still others per credit.
    2. Some universities requirements are not that clear and you need to dig hard on their website to find out the full info. Those are requirements for admission, and requirements to get the degree (impacting tuition)
    3. Different universities and different countries use different words to talk about the same type of programs.
    4. Some websites are simple scams
    5. Some universities are unaccredited.

Somebody somewhere must be able to handle this. It is a jungle ... Comparing offers is very difficult....

Do you know someone who is an expert on those issues and whom I can hire to look for the best offer matching my knowledge and work experience, what I am looking for, and which institutions provide that and at what cost, everything included?

In my dream, I’d find an expert counselor who would be able to provide me with offers such as the following virtual list:

Harvard – online phd in 18mo-3y – $50,000 – Grading on trusted scales as World #1
    Standford …..
    Colorado ……
    California ……
    Edinburgh……
    Cambridge …….
    Oxford ……..
    London King’s….
    Liverpool …….

I don't know about any consulting services for this, but I'd imagine there is someone out there doing it.

But in terms of checking accreditation, you should visit CHEA at chea.org. There you can background check to see if a school you're interested is accredited by a USDOE recognized accreditor. Just keep in mind that international schools are not usually registered with US accreditation bodies, so you'll have to consult a source relevant to those school's countries.

Here's the link to check accreditation of schools in the US:

    Search Institutional Accreditation System

It'll list which US accreditation(s) a school has (if any). It won't cover most schools located in other places (ex, UK).

Help me understand this; you wish to do doctoral studies but you want someone to do research for you? The research you are asking someone else to do is mild compared to what you will need to do if you begin a doctoral program. In any case, good luck in your pursuits.

Most of the time I won't pile on but I can't stop myself this time. You can't figure out tuition rates? You're just figuring out that different countries use different words? There are people who will lie to you and take your money? Are you sure you're ready for a doctoral program? I know I'm being harsh but c'mon man...!
