Online Certificates in graduate mathematics and reputation

Greetings all,

I am a recent graduate of a traditional four year university. I finished with Economics, minored in mathematics. Basically, I'm looking for an online certificate of grad mathematics. I've looked a bit and from what I can tell, the University of Central Florida, UCF, has the best program for it. But, I'm looking to see if anyone has a better recommendation, maybe a school with a better reputation. (I saw Penn State's program for applied stats, but I'm looking for something that could be a stepping stone for a Ph.D)

Also, what is the reputation of the USDA's graduate school? I was looking at their online accouting program.
