I am looking for MTH and DTH by thesis possibilities internationally at very low cost. The cost is my only concern. I am not concerned with theological belief of the school or the related denomination. Any suggestions?

The South African programs seem well received and are affordable. Check out this one:

You might try the University of the Free State. That is where I completed my PhD Theology. The Theology Faculty, though at a public university, is Dutch Reformed. But they were willing to look at and accept my thesis which was written from a Catholic theological stand and I defended dressed in my Catholic clericals. It was the content and how you present your research that counts.

That's interesting. I've sometimes wondered (I'm a Congregational Pastor) if priests in the RC were obligated to earn degrees from Catholic institutions.

Thanks Brad. And to our OP, don't neglect UNISA as a possibility.

No. One can choose a university and faculty. I paid for the degree myself and did the work in my own time (while studying at the Grand Séminaire de Montréal) for the STB and also working on my postdoc at McGill University down the street from the seminary. Out of the four universities who I applied to for the PhD programme it was UFS who accepted me first so I went with them when all the responses came back.

I the bishop were to send me for studies I would likely go to a Catholic institution, likely a pontifical university in Rome. But that is not on the horizon for me since I am too old to go anywhere.

And just how old is "too old to go anywhere"?

I am 49 this year. Those priests who are in their 20's or 30's would be candidates because of the length of studies and the use they may have from their studies after in the dioceses. It would be the choice of the bishop as well and at his direction which subject and university with some input from the individual.
