New Mexico has some setup where out of state students get a fantastic in state rate. At Western New Mexico University, it's less than $1000 for 6 graduate credits.

Its actually a bit more than that, 12 credits is closer to $1000 once they add all the fee's and such, its still a screaming deal. Its actually 12-18 credits for that tuition price, though you pay about $45 per class in fee's. there is a report of one student being allowed to take 24 credits in a single semester, 12 first 8 weeks and 12 more in the second.

As an aside, their residence (apartments for on campus) and meal plans are rediculously cheap as well....and if you go out there you can obtain residency status in 90 days apparently.
