Center of University Studies Graduate College????

Can anyone translate this for me in terms of RA?????

The Center of University Studies Graduate College is the global distance learning graduate school of the Centro de Estudios Universitarios (CEU), which is translated in English as the Center of University Studies, located in city of Monterrey, NL, Mexico.
Does this mean it's legit??
