Where can a mechanical engineer grad enroll in a civil engineering degree program on-line?

I don't know about the transition from mechanical to civil engineering, but Columbia has two potentially relevant programs: CVN - Columbia Video Network and CVN - Columbia Video Network You might check with them to see what's involved in changing disciplines at the graduate level.

If you already have an ABET-accredited BS in Mechanical Engineering, then the best choice for a civil engineering degree would be the MS. Online BS engineering programs are rare -- U. North Dakota (as noted above) is probably the only ABET-accredited civil BS program in the US. However, there are a lot more options at the MS level. Examples include Columbia (as noted above), Colorado State, North Carolina State, Norwich University, and U. of Wisconsin Plattesville. You should be able to find these by googling, or look at the list here.

My guess is that a BSME could be admitted to a Civil MS program if it focused on a related field, like structural engineering. It might be harder for a BSME to transition into a Civil MS program if it focused on something like geotechnical or water resources.

My impression is that they are commonly around $20,000 to $30,000, but have not looked at this carefully

TESC offers a BSAST in CE
Thomas Edison State College | BSAST in Civil Engineering Technology
This might be a useful addition to your BSME if you don't go with a masters degree.

[I think the Col State CE masters sound great - water is going to be the next big problem for both the US and much of the world.]
