Is this legitimate?

Commonwealth Open University is a full member of BAOL, the most prestigious British organization of open and distance learning providers. The British Association for Open Learning is today recognized as the major force for development and use of good practice in its field. BAOL membership is your guarantee of quality and good practice. BAOL members adhere to national guidelines for quality standards.

 

Three possibilities come to mind here:

Commonwealth Open University has improved considerably from the days (a year or two ago) when the official address was a convenience address in the British Virgin Islands, and the 'campus' was a post office box in Spain.

BAOL is not, in itself, wonderful. (Most of the sections on their URL, www.baol.co.uk were not operating for me, but they do seem to have some trappings of legitimacy.)

BAOL is a membership organization that does not screen members.
