I need 3 credits of English linguistics, including the topics of phonology, morphology, and syntax of English. The cheaper, the better, but it must be at a regionally accredited school. Undergraduate or graduate-level are both fine. Any suggestions?

Most of those courses don't exist anymore. They shut down that program, which was independent study, just about a year ago due to lack of interest. My memory tingles tell me that they were still offering one of those courses. However, that is not the page to learn about it since it hasn't been updated in years and is not linked to in any page on the current website.
Bummer. I want to know who is not interested in Linguistics!!! LOL I just checked the Summer and Fall 2011 USU course schedule and it looks like Prof. McLaughlin is still teaching ENG 4200 - Linguistic Structure and ENG 4210 - History of the English Language (note - both of these courses appear under English, not Linguistics).
