WUE makes AWC tuition more expensive?

I thought the Western Undergraduate Exchange (WUE) was supposed to make it cheaper for students of various western states to attend lessons in neighboring states. But I run into this: AWC Tuition and Fees Schedule Really cheap tuition anyway, but it seems the school, Arizona Western College (AWC), is charging $75 more per 3-credit course for students from neighboring states compared with "non-Arizona" residents (I guess that means everyone not in a Western state). Am I reading it wrong? It sure seems odd.

Looks like you're right. It seems odd, but once you hit that 7th credit hour as a WUE student you start to reap some major savings. I'm not sure why they charge more below that though.
