What exactly does the title mean? This is in reference to the Colorado State University - Global Campus.

CSU - GC has only been around for 2-3 years. Other fully online schools have been around for significantly longer. Is it a reference specifically to public schools?

It refers to the fact that CSU Global Campus is recognized as a separate university within the CSU system. Given the University of Maryland University College, Thomas Edison State College within the New Jersey State System or Charter Oak State College within the Connecticut State System, I'm not certain how CSU Global could be the "first," but they may have some technicality that allows them to make this claim. Oh well, I wish all the best to CSU Global.

They need to expand their degree offerings. It would be great if they offered some Human Services degree's ;)

What a silly claim. Whatever technicality they have to twist into making that statement true would remove all meaning from it.

Don't UMUC, TESC, and COSC all have B&M campuses? Maybe that is the difference.

    I dunno.

    My guess:

"statutorily" = state school, created by statute. So private universities (e.g. Jones International University) don't count.

"independent" = separately administered and accredited. So the DL operations of B&M state schools (e.g. Penn State World Campus) don't count. Actually CSU-Global is currently accredited under the "umbrella" of other CSU campuses, but this is apparently an interim measure, and it is on track to become a separately accredited institution.

"fully online" = content delivered by DL exclusively. So schools with any B&M or onsite operations (e.g. UMUC or Excelsior) don't count.

"university" = not "college". So "colleges" (e.g. COSC or TESC) don't count.

AP: That certainly makes sense, but "Statutorily Independent" is a term used most frequently in government and military operations to denote an entity that is governed and run independently. Which is why this is an unusual term for academia.

AP: You are correct. CSU-Global, as a separate University from the other CSUs will need to seek its own separate accredition as some point.

AP: Yes, they are likely using that same rationale.

AP: Also likely. CSU seems to be engaged in a slight contortion act to attempt to be "first" at something :)

I'm not sure why they are emphasizing this. If anything, I would prefer that an online program NOT be separated from a B&M school.

I don't know that they really are emphasizing this. The claim was made on the homepage for the CSU System, not CSU GC.

I guess it's good that CSU-Global can bask in the Colorado State University name, but obviously it's a seperate entity. I found a diploma frame for CSU-Global and it clearly says "Colorado State University - Global Campus"

I wonder, though, how much of a deterrence this will be for prospective students? I've seen many threads with students expressing concerns about this kind of thing and how many FAQ sections on DL school's sites contain the question "Will my diploma say 'online'?"

...no purchase necessary, batteries not included, can not be combined with any other offer, game pieces do not actually talk.

The CSU-global campus is other milestone in online education. For the forward thinkers on Degreeinfo, is not this is the kind of events you were predicting? Mainstream schools becoming more savvy and catering more to online students. For Profits were the leaders, but greed got the better of most of them? For profits online, I predict will be niche schools only offering doctorates. I wish CSU-Global good luck in the true sense of those words this is a beautiful thing.
