    Hi,
I have a Masters degree from a recognized university and I am looking for a inexpensive (less than $6,000) doctorate program for my personal satisfaction.
I am down to two programs. One is from University of Azteca (Universidad Azteca International Network System - International Network System) and the other is from the Interhational American University in LA (International American University, Los Angeles, California, USA). The second on is not recognized by the US Departmnet of Education, but has some regional approvals.
    What do you think?

    Thanks,

I can't speak for the first program but the second one looks millish and is probably a waste of money. In general, I'm not a fan of education related businesses which only get a state's license to operate and which do not pursue accreditation. The following quotes from the link you provided are red flags.

The second one is not reorganized by regional neither; maybe it is approved to operate its business in California. The degree from International American University value is the same as your toilet paper that you use. I can't speak of University of Azteca because I have not experience in International higher education credential. If you're looking for a nice degree, just give me your $6,000.00; I'll print out for you one without studying.

Have you look at Columbia Southern University, California Southern University. or Swiss Management Center's programs?
