My in-law is doing his 2nd Bachelors at Western Governors in accounting and loves it. You pay a flat tuition rate for 6 months and can knock out as many credits/courses as you can handle per 6 month semester. In addition, you can apply for a scholarships towards 1/2 tuition.
Eventually, but not at this time. Apparently, each state has its own set of requirements. Some require a masters degree. You could probably google those answers.
