We always talk about the school but what about the curriculum/instructors?

Below are the syllabi for the same Cost and Budget Management graduate course offered at Northeastern University. The course is taught by two different instructors. Based on the title of the course which course content is pertinent based on the title? This is why I like to review each syllabus before I registered.
