At least give a link or the School's name or we can't make heads or tails of what you are saying.

Actually, all public universities in Norway are tuition-free, and many of them deliver programs and courses in English. Now if you know of one which has DL courses for foreign students, I'd be interested.

Let's turn this into a "productive" topic.
Did anyone come across any distance learning based programmes in Norway?
At least they have a distance learning association:

I found a relatively old paper on this subject (Distance Education in Norway) which mentions:
But it seem to be quite hard to find some which are still offered and in English...

I have search everywhere, can't find any Norway DL that is tuition free. Sweden has only one semester left - the Spring 2011 semester that is free, after this, they will be charging. So those who wants to try on Sweden DL still have one semester left, I think the closing date is 16 Aug 2010.

    Programmes - Re.ViCa

This list seems quite interesting. It is a project sponsored by the EU on distance learning offering in Europe and (tries to) list all distance learning related initiatives in the EU and beyond (esp. the US related listings seem to be incomplete).
But there might be some hidden germs in the list. For example to me personally Global Virtual University looks like a really interesting programme, but judging from the inactivity on the website it was most certainly discontinued.

It is true that most state Universities and colleges are tuition free in Norway, however they all have a small semester fee of about 100 dollars. Entrance into state programs such as medicine, psychology etc. are very very competitive and compared to the amount who apply, only a small number are accepted. There are a few private universities such as BI (business and management), however in my opinion they are just as expensive as in the US. To my knowledge there are no state universities with 100% online programs, though some have blended or part-time studies with resident requirements, in subjects such as education and social work, that I know of. There are a few private online schools such as NKI and NKS. NKI seems mostly to have trade related subjects at high school level and some bachelor level, such as in engineering. NKS seems more university oriented with programs at bachelor level and an MBA. These online schools are quite expensive in my opinion. I do not know if any of the programs may be taken in English, can`t find any. Both NKI and NKS are accredited and considered to be good online schools, to my knowledge. NKI boasts they are 50 years old, and the first in Europe’s to offer online programs, and that they are one of the largest correspondence/online schools with 12-14000 students, and about 450 programs.

This is just a brief impression on my account. I live in Norway and have attended a state university here, however its been a while since I looked at the prices of private schools in Norway, and their programs, so I am not up to date, I did just briefly look at NKI and NKS. There may be something new out there that I do not know about.

This is a (well, supposed to be a) list of all the free schools in Norway. However I noticed that some are not free to People in America. Actually the only 2 I looked at were not free, I have yet to look at the rest. The Norwegian Government only offered to pay for the schooling of students in deprived countries located in Asia and Europe. And the Tuition for a year of a self financed student was around 87000 NOK or ~ 13.5k USD This was University of Bergan, and i forgot the other one already lol...but give them a look you might find something cool and free :) or at least cheap.
