Can any institutions offer Honorary Doctorate degree, even though the school doesn't offer any actual Docroate degrees? If not, then is this fake?

Actually, it is done often. I have seen instances where community colleges have done this. The excuse is that an honorary degree is not the same as an academic degree.

I believe it is an industry term - I've seen f'oodservice', 'food-service', and 'food service' used in trade magazines. A family member is in this business.
    How about this profesional society?

I've been questioned about compound words in my area of expertise (e.g. two parachute types are 'Ringsail' and 'ring slot'. Proposal editors always go nuts when I use both these terms in a proposal).

As I write in the "Honorary Doctorates" chapter in my books, for the academic world to bestow the title "Doctor" as an honorary is as if the military bestowed the title "General" on people they wished to thank. There is nothing whatever academic about them, which is why more than 2,000 traditional universities do not award them.

Actually those aren't spam links. They're examples of states that offer honorary military titles.

It's unfortunate that DegreeInfo doesn't have a similar program.

Hahahaha. I am actually a Kentucky Colonel! Trust me, it's not hard to achieve. Last year I helped somone that was attending an Exec Ed session here. He happened to work for the Governor of KY. About a month after his course ended I received a bottle of bourbon and my certificate as a Kentucky Colonel. It's actually quite nice looking and signed by the governor. No one freak out, but I bought a $18 frame from Target and it is hanging in my "office" (cubicle) at work. Hope no one thinks I spent too much.

I'm certain that the certificate is nice, but the real question is whether or not you get a discount at KFC.

:hmmm: Right now we might be more interested in the bourbon than the certificate.

I take it you had to provide your own seersucker suit?

Wasn't a problem, growing up in the south I already owned two. Though it would have been cool if they had thrown one in.
