It's obviously an advertisement. There are similar advertisements on other boards.
I'm not sure what services these people are selling. It kind of smells like a dissertation outsourcing business that lazy students can hire to do some of their work for them. I hope that I'm wrong about that. If this is a legitimate business, then it really needs to be clearer and more straight-forward about what it's offering.
They have a page that's apparently selling honorary doctorates. They don't say who awards them. http://www.honoraryphd.universaled.net/
The Green Valley 'admissions' page seems to have been taken word-for-word from something called the 'Indian Bureau for Distance Learning'. http://www.greenvalley.edu.in/adm.php

Despite its pseudo-official sounding name, this thing appears to the Indian marketing arm of something called Asia e-University operating out of Kuala Lumpur Malaysia. I don't know whether that's a legitimate university or not, but it certainly isn't Indian.
Green Valley helpfully includes a link to Asia e-University on its webpage. They are apparently also selling doctoral programs in India originating from some mysterious thing in Mexico called 'University of Azteca'. I am interested in pursuing Ph.d online, i am thinking about UNISA because of 2 reasons, i don't want to spend money on US universities and get in debt ( i live in New york) and i can't join campus full time. UNISA seems recognized and cheap, and i can learn since it is a paid degree, if someone in thread can talk to me more about my choice out of available distance learning/research based PH.d in computers/business, i will be very grateful. -

Al-Madinah International University (located in Malaysia) and Assumption University of Thailand are other legitimate options to look at.
