Sounds like a great deal for residents of the USA. However it does not seem like this price and/or program is available for international residents. (At least, the linked forms to apply or request info only allow US addresses.)

A great value for Texans, and now expanded to Oklahoma and New Mexico residents [only] at this ($4950) price; however, UTA is a state university within the UT system with tuition pricing limitations for most out-of-state residents. An additional plus for Texas residents is that up to 18-hours of SBEC teacher education certification course work can be transferred into their online M.Ed. program.

This is a great deal. If anyone else is interested in an MA in education, cheap and FAST, you should consider VESi. It's a CD-ROM based course for graduate credit, and a lot of schools accept 12-15 of them (almost half the program.) These credits can be earned relatively fast. Here's a list of partnering schools.

Sadly, these are not acceptable towards licensure in New York State.
