I thought I read somewhere that Sweden was changing their policies on giving free degrees to everyone? Is that true? If so, would people have to register for these programs sometime soon and "lock in" to get them for free?

As the people of Brazil would say in the (football / soccer) world cup - "Don't cry for me Argentina". :D I mean, there is good news. The Swedish university I'm currently studying at had recently sent a questionnaire to the international students with questions relating to this introduction of fees, generally along the lines of

    - If we do introduce fees, what is the maximum amount you'd be willing to pay to stay with us
    - If we were to introduce scholarships and grants, would you be willing to consider staying even though fees will be introduced (starting fall 2011)

If I remember correctly, the last time Swedish government tried to introduce tuition fees for international students universities also objected, so they may be looking for a way to go around it now.

Don't give up on Sweden just yet, it may not be free, but it may still be low cost.

Btw, here's a useful search engine for EU master's:

The list I gave are still free

Follow the links, some of them explicitly stated that the degrees are free. You just have to apply quickly; most of them are 60 credits therefore, the duration is one year.

Swdish universities tuition free until 2011 at earliest

A Chinese news website is not a reliable source for information about Sweden.

    Instead,

    http://www.thelocal.se/19410/20090512/

Foreign student fees delayed until 2011

    Published: 12 May 09

A government commission that began investigating the idea in 2006 received support from Higher Education Minister, Lars Leijonborg, in 2008. He said last June that if the motion passes, university would remain free for EU students, but would cost a fee for non-Europeans beginning by January 1st, 2010.

But now, “Fees could be introduced starting 2011, no earlier,” said Steinwall. The bill won’t be presented to parliament until October this year. If passed, initiating the charges will take time to coordinate.

    might not be too late!

    Which is why I posted:

    http://www.degreeinfo.com/showthread.php?t=32895 on 5 Jan

    'Sweden: deadline 15 JAN
The deadline for applying for Fall 2010 programs in Sweden is 15 Jan. Only the online application needs to be submitted by that date. Transcripts can come later.
    _____________________

Also, many programs will not be full and will permit late application. If you are interested in a particular program, contact it directly to determine if it will accept late applicants.

If you're from a Third World country, plead extenuating circumstances to apply late even to a closed program.
