I don't need an MPA to be admitted?

How long does the ABD portion of the coursework take to complete typically?

No - you do not need an MPA.

I am not sure what you mean by "ABD portion of the coursework" - ABD status is conferred once you complete all of your coursework and begin working on your dissertation and portfolio.

There is 45 s.h. of coursework in the program and 9 credits of dissertation/portfolio for a total of 54 s.h.

If you did 6 s.h. per term (2 classes - I would HIGHLY recommend not taking more than 2 classes at a time) to include summer, it would take you 8 semesters (roughly 2.5 years) to complete the coursework.

It will take you a minimum of 2 semesters beyond that to complete your dissertation, but that is going at a fast clip. Most in my year-group are going to need at least 3.

and, sorry, i should have asked something like "how many months/years does it take the average student to get to ABD?"
