What are the top 5 most affordable, completely online graduate programs (MBA or MPA)?

In 2007 I posted a similar thread regarding affordable MBA programs. Its been a while and I wanted to make sure there aren't any new programs available at low cost. I want to hopefully get started in the Fall.

That depends very much on who you are (military, government, self payer etc.), what is important to you (B&M, accreditation, prestige etc.), and what type of concentration you are looking for. ;) The sticky thread up there says "best MBA programs" but thanks to Ted and others also contains pricing info. It's an awesome resource. I read it even though I'm pretty sure the last thing on earth I want is an MBA.

You may have some criteria in mind that you haven't stated explicitly (US v. non-US), (RA v. DETC v. UA) but if cost is the only criteria then you almost certainly have to look at the various South African universities, the OU of Malaysia and the one or two Indian universities (IGNOU for example). Also, the Open University (UK) may be an option if you're not living in the USA.
