Anyone know if any California state schools do DL credit-for-exam courses?

I have a friend who lives in California and is looking for an undergrad degree completion program.

Now that Edison no longer offers the "all-you-can-eat" plan (or limits it to 36 credits/year), it gets really expensive to do portfolio or exam credits there.

Does anyone know of any California state schools that have something similar to Ohio University's program where you can sign up for the course and take the exam and get the credit for it? It would be a lot cheaper for him to do that (He gets tuition fees waived through the CalGrant program) than to take CLEP and DANTES and then pay one of the Big Three to post those credits...

Likewise, has anyone done a comparison of which of the Big 3 (+ Athabasca) has the best deal for out-of-state students with a lot of portfolio or credit-by-exam credits to bring in? Or are there California schools with similar programs? My info is a bit out of date :)

Thomas Edison State College (TESC) - New Jersey
Charter Oaks State College (COSC) - Conneticut
    Excelsior College - New York

All offer programs were the student can "test out" of a degree, see: Lawrie Miller's BA in 4 Weeks. Online degrees by distance learning. BA degree and graduate degees - Accelerated Master Degrees by Distance Learning.

Some now add Athabasic (Albert, Canada) whihc offers a similar program.

California State University-Fresno (CBE): “Students may challenge courses by taking examinations developed at California State University, Fresno. Credit shall be awarded to those who pass them successfully. The number of units earned by credit by examination in any semester or term may not exceed the number of units completed in regular enrollment. A maximum of 30 units earned by examination may be counted toward a bachelor's degree."
