I want to take my MSIA (Masters of Information Assurance, or similar), but very few universities in Canada seem to offer this program. None of the 4 universities in my area (Nova Scotia) offer the program, and I wasn't able to find any schools across the country that offer it remotely. I wouldn't mind taking it through a US school, but I would need some kind of tuition assistance which isn't an option with schools in other countries (or offered to international students by schools in other countries). Does anyone know of a school in Canada that does offer the program remotely, or another way to go about financing the program for an out-of-country school?

Athabasca has a MSc in Information Systems which allows for electives. Not quite the same as the MSIA but they also hold US regional accreditation making the school a plus.

You might consider the program and then work your way to an industry certification as a means to tie in the MScIS

I would recommend a line of credit if you can convince your financial institution to loan you the money. Since cost is a major factor you might choose TUI graduate degree in information assurance/digital forensics. However, if you can swing it financially, Capitol College is the premier school for information assurance and is sanctioned by the National Security Agency in the USofA.

I've taken a look at both TUI and Capitol College, and I've heard a lot of good things about Norwich. I know that many banks in Canada offer loans for education, but some appear to require that you go to an approved (read: Canadian) institution. I'll have to look into this further. Do you know how these schools are regarded outside of the US?
