    Hi, everyone.
    Have you ever heard about the CBS(http://edubank.kedi.re.kr) of Korea.
    I finished BSCE degree in 5~6months, Wow.
    And, many US universities accepted my degree because it's accredtied by the ministry of education and human resources development(government orgnaization)(http://www.moe.go.kr).
    If you don't have any problem for Korean, Please try the this system just now.
    And, if you have any question and help, don't hesitate to contact to me.

    If Joeong, Jongpil "completed" a BSCE in 5-6 months, how was that accomplished? By transferring in credit earned at other universities, TESC-style? (Is that possible in Korea?) Through some kind of credit by examination? Or by "life experience" credit?

    I have a bad feeling about this.

    What is the Credit Bank System?



    ¡á The Credit Bank System (CBS) is an open educational system which recognizes diverse learning experiences gained not only in-school but also out-of-school. When the learner accumulates the necessary CBS-approved credits, he/she can be awarded a degree from Credit Bank.


    ¡á Credit Bank System, as a central agency for continuing education, aims to provide all citizens with greater access to a variety of educational opportunities and to foster a lifelong learning society. It seeks to innovate, diversify and maximize the educational opportunities for both students, who are studying at post-secondary institutions, and adults, who are seeking additional education and training.


    ¡á In the long run, Credit Bank System will raise the overall standards and status of the non-formal education sector, as a vital means for promoting educational self-achievement and guaranteeing the global competitiveness of the Korean population.



    Background of Credit Bank System



    ¡á Previously, non-formal modes of higher education were not given formal recognition or credit, since higher education was understood as the sole domain of the formal school system. Such a belief placed inordinate demands on the university system and created excessive competition among students. Moreover, the value and power of non-formal education was greatly underestimated.


    ¡á The Presidential Commission on Education Reform (PCER), in May 1995, presented an innovative vision of a new education system which promotes the development of an open and lifelong learning society. The introduction of Credit Bank System was proposed by the PCER as a concrete way to realize this vision.


    ¡á On the basis of this proposal, Credit Bank System gained government endorsement through a legal act, passed on January 13, 1997. Between May and December 1997, the accreditation system and standardized curriculum were developed and the first applications for accreditation for educational institutions and curricula were evaluated. In March 1998, the first stage of implementation began.




    Who will benefit?



    ¡á The following persons will be beneficiaries.

    * High school graduates who were previously unable to attend post-secondary institutions.

    * Former college or university students who discontinued their studies

    * Workers who hold professional certificates but did not acquire a university degree

    * College or university graduates who wish to commence studies in a different field

    * People who wish to acquire formal credits for knowledge and skills gained through self-instruction and workplace training and experience

    * People who have studied at private institutions or junior colleges and wish to transfer into the university system




    How Dose Credit Bank System Work?

    ¡á In accordance with its mandate, Credit Bank System accredits a variety of educational programmes, with the goal of guaranteeing open and flexible access to good quality of continuing education. CBS also grants recognition to learners' diverse learning experiences, including prior course credits and other diverse forms of learning.


    ¡á Credits are acquired primarily through educational and job training institutions, part-time enrollment, certificate acquisition, and subjects passed by the Bachelor's Degree Exam.



    Accreditation of Educational Programs



    ¡á Nonformal educational institutions are formally evaluated and, if successful, given approval as a CBS accrdited institution offering accredited programs and courses, which can be counted as university or college equivalent credits. These institutions are evaluated on the basis of instructors, facilities and curriculum:

    - Instructors must possess at least the same qualifications as a full-time professor at a junior college. There must be a sufficient number of instructors and the total teaching hours per instructor should not exceed 18 hours a week.

    - Classrooms should be larger than 1.0 m2 per student and additional facilities should include a laboratory, administrative office, counseling office, and library. Other provisions may apply, as dictated by the Ministry of Education(MOE).

    - Offered programs must comply with the standardized curriculum for each subject, as defined by Korean Educational Development Institute(KEDI).


    ¡á Institutions Offering Accredited Educational Programs are as follows:

    - Adult and continuing education institutions or private education institutions as set forth in the Continuing Education Law

    - Vocational education and training institutions as set forth in the Vocational Education & Training Law

    - Centers for university extension programs affiliated with universities or colleges

    - Advanced technical training schools or special schools with relevant departments

    - Mass media agencies which fulfill an adult & continuing education function

    - Other continuing education facilities or vocational education training institutions recognized by the MOE including business affiliated universities or vocational training centers





    Standardized Curriculum


    * Standardized curriculum refers to a comprehensive learning plan which is customized for each subject major. On the one hand, it provides instructors with specific guidelines for curriculum preparation, while on the other hand, it gives learners a detailed description of possible learning paths and educational goals and outcomes. The standardized curriculum is being jointly developed by the MOE and KEDI, with the assistance of relevant professionals. It will be updated annually on the basis of social change, academic and technological development, and requests from teachers and students.


    * The standardized curriculum concretely addresses: educational objectives; subjects and required credits for general courses, major courses, and elective courses; graduation requirement for a bachelor's degree; and evaluation and quality control.



    Student Application & Registration

    ¡á Students who wish to receive a degree must apply for registration by completing a Student Registration Form and a Credit Approval Application Form. Each of these forms must be submitted to either KEDI or a Provincial Office of Education. Once registered, each student accumulate credits, until the point of graduation.


    ¡á Credit Bank System is equipped with a comprehensive information service system which enables learners across the nation to gain access to CBS information and materials. This computer-based system provides learners will access to their personal record and CBS credit history. Additional information on accredited courses and standardized curriculum is also provided.




    Degree Award

    ¡á After completing the necessary credit requirements (140 credits for a bachelor's degree, 80 credits for a two-year associate diploma, and 120 credits for three-year associate diploma), graduation candidates may submit a Degree Application to either KEDI or their Provincial Offices of Education. These applications are reviewed by the Screening Committee for Academic Credit Accreditation at KEDI, and then forwarded to the MOE for final approval. Candidates can be awarded a degree by the MOE or they may receive a degree directly from a university or college. In the latter case, candidates must meet the specific degree requirements of the awarding institution (e.g., over 85 course credits for universities and over 50 course credits for colleges).

    The Administrative Organization of Credit Bank

    ¡á The following institutions are involved in the administration of Credit Bank :

    the Ministry of Education, Korean Educational Development Institution, Provincial Offices of Education, etc..


    ¡¤The Lifelong Leaning Policy Division of the MOE formulates all policies related to Credit Bank System, approves the educational programs offered by education and training institutions, proclaims the standardized curriculum, and awards degrees to individual learners. The MOE delegates much of the development and administrative work to KEDI.

    ¡¤KEDI is responsible for student registration and credit approval, review and approval of degree requirements, accreditation, reevaluation of education programs, and management of the Credit Bank information service system

    ¡¤Provincial Offices of Education, as Credit Bank System information centers, not only collect and forward the Learner Registration Forms and the Credit Approval Application Forms to KEDI, but also provide students with practical information and advice.


    ¡á The administrative organization is illustrated in Figure 2.

    Expected Outcomes

    ¡á The expected outcomes of Credit Bank System are as follows.

    ¡¤Credit Bank System will guarantee each learner's right to access learning, any time and any place, through a variety of methods, means and media. It will also assist in the realization of a lifelong learning society by recognizing individuals' diverse prior learning experience.

    ¡¤Credit Bank System will assist those who could not afford to attend university by providing opportunities to pursue learning and self-development through alternative forms of continuing education.

    ¡¤Under Credit Bank System, organic ties of cooperation will link diverse educational institutions, across both formal and non-formal domains, as well as vertically and horizontally. The eventual goal is to build mutual consensus regarding educational forms and outcomes, and thereby maximize the utilization of human and educational resources.

    ¡¤By providing alternative paths for degree acquisition, Credit Bank System will reduce competition among students for regular university entrance.

    I completed BSCE(Computer Engineering) degree in 5-6 months.

    *Starting
    -also had ASCS(Computer Science)- 72credits

    *After 3months - 48 credits
    -I passed 2 certification exam for CE degree(similar with ICCP exams - very easy, but a lot of subject)

    +After 2months - 22 credits
    -I passed 1 certification exam for CE degree

    *After 5months - I applied to very reputable graduate school in Korea, also applied to three US graduate school. All graduate school accepted.

    is the credit bank system only for koreans, or also for foreigners?

    I hope one of the dl scholars can research this. This program seems like a really good option if available in the US.

    In Korea, there are 14 internet university by accredited by Korean government. So if you don't have any problem for Korean, you don't need to come here.

    For example, my friend is living in Canada. Now he's doing this system from 5 months before(tution is lower than any country).

    are (some of) the programs of those 14 internet universities in English?

    how do exams take place? also via the internet, or do you have to visit some testing centre or so in person?

    what´s the "difficulty level" of Korean programs? (roughly)
