Because I don't see any indication on the web site what plans or purpose they have for separating the different categories.
Perhaps it's a prelude to giving further, advanced (full?) recognition to schools using a full range of DL processes. Perhaps they recognize that truly virtual learning does well simulating the FTF experience. Hasn't a big criticism of learning law via correspondence been the lack of human interaction and guidance? Well, good, multimeadia DL includes that. Just a thought. I smell grapes.
