Since there are a few folks in the forum pursuing HS-related studies, thought I'd pass this along. A faculty member at the Naval Postgrad School, Dr. Chris Bellavitta, has written a provacative paper titled "Changing Homeland Security: What is Homeland Security?". The paper examines seven different definitions of the term "Homeland Security". In examining these definitions, the paper provides some stats from FEMA about the types of disasters we continually face. I just had a chance to briefly read through the article but I found it very informative. It seems that Homeland Security is becoming more about emergency managment and public safety as opposed to terrorism and national security. I've always thought it was a blend of all those disciplines.
