Could anyone recommend some schools that have interesting graduate or high-level undergraduate courses running this summer? But they have to be cheap! Hopefully $700 or less per course, as I'd be taking them for fun and my own enjoyment. I'm particularly interested in business/political/military strategy, economics, mathematics, physics, chemistry, genetics and computer science.

Also, why is Harvard summer so expensive? Harvard extension classes are much, much cheaper!

Southeastern Louisiana University, ECON 550, "Applications of the Internet in Business/Econ Analysis", $456.75 + $70 application fee.

*Non-resident fees for Graduates 0-6 Hours taking 100% Internet and
    Undergraduates 0-6 Hours is $0.00
    .

Western New Mexico University, POLS 580, "World Politics: The Good, the Bad, and the Ugly", $478.00.

Many others available, I'm sure. Check the Southern Regional Education Board Electronic Campus site. Jacksonville State (AL) and Columbus State (GA) should also offer summer CS grad courses that meet your requirements.

If they are for your own enjoyment, would non-credit courses work? There are literally hundreds to choose from in the sticky post at the top of the message board.
