Louisiana Tech - online grad courses - $400 ea.?

LTU tuition schedule is here. It appears out-of-state students may be able to take one 3 credit online course per semester at this tuition rate.

I wonder if anyone can confirm this?

The school offers online grad programs in technical communications, health information management, and possibly education.

SREB lists Louisiana Tech University online courses at the "electronic rate" of $446 each ($371 tuition + $75 in fees) for in-state/out-of-state students.

Plus, there's this comment on a program page:

Tuition varies depending upon a student's state of residence, etc. Students enrolled in completely electronic programs pay in-state tuition, regardless of their physical residences.
