(United States) Tuition Tax Credit and Foreign Institutions?

    It's that time of year for American taxpayers. Am I correct in understanding:

    • While qualifying taxpayers may receive a tax credit for tutition expenses under the Lifetime Learning Credit (see IRS form 970 page 18);
    • And while certain foreign schools are eligible educational institutions for the Lifetime Learning Credit according to IRS Form 970 Page 40 based upon their ability to 'participate in the U.S. Department of Education’s Federal Student Aid (FSA) programs';
    • Taxpayers enrolled in electronic delivery only (i.e., distance) programs from foreign institutions otherwise eligible for tutition tax credit may not claim the Lifetime Learning Credit because a 2005 law bans online foreign institutions from using federal financial aid (further explanation here).

    Would that be about it?
