We now have Success International which has DEGREE COUNSELING PROGRAMS.

They give you a course to do (with a major and minor) and when you pass you get a degree equivalency diploma (Master's Degree Equivalency Course diploma for example)They even have a doctoral degree program. Again from their site:

Success International has other courses -teaching English and other self-improvement courses.

Of course they don't list the universities they send the "competed course information" to - but I've seen this model before and they're not accredited -to be kind.

Some state education departments annd jobs have requirements as Master's degree or equivalent training/experience. Perhaps having one of these diplomas/degrees could be used to show this equivalency.
But why would anyone want a degree Equivalency diploma when you can earn the real thing?
