Non-western university with accelerated studies/life credit

I am searching for a good value university with resonable standards - for example, in the second or third world. This is largely for reasons of economy.

I understand that there are several big players (UNISA, IGNOU and perhaps others). But unlike many US universities, no credit is given for business, intellectual, or creative accomplishments such as my several years of publishing, journalism and video production.

Do any members know of Asian or African universities that are more liberal in their credits - from previous study, life experience and competancy exams? I did two years in Canada at a brick and mortar university. Plus, as a mature student I have a few feathers in my cap from the real world.

BTW, if it comes down to saving 9/10s of the cost versus getting all sorts of credit, I will choose the former. But when it comes to a BA in a year (accelerated) versus three (IGNOU) I am not sure.
