In this case, I would think an eligible veteran is still in the ten-year, post-service window, and has remaining GI Bill benefits. Call VA.
IMHO I think that they are more referring to something like honorably discharged after more than 2 or 3 years because you can use this without having the GI Bill. But id still call the VA before expecting reimbursement.
