    Generally not...

I don't know all the particulars of US Financial Aid, but I do know that it is almost impossible to get Financial Aid for nationally accredited universities here in the US, I doubt that Uncle Sam would be interested in sending his hard earned money to another country, even if the country is an ally. With that said, there are about 500 international schools that Uncle Sam "likes" and will issue financial aid funds to directly.

Here's how you can find out if your friend's is accepted.

To be able to accept US government-based financial aid, a school must have an agreement with the government. As part of this agreement the school is issued a Federal School Code. If a school code exists in the database, you can use financial aid (including Stafford Loans) with that school. To figure out which schools are available you can use the nifty lookup tool at:
    http://www.fafsa.ed.gov/FOTWWebApp/FSLookupServlet
In the State field choose "Foriegn Country".
If you wish to narrow your search more you can using the school's city or name. Then press Next to be brought to your results list.

I don't know how to go about getting a school a Federal School Code. You will probably want to talk to the school about that.

You can get Sallie Mae loans for selected external programs:

If the school has applied for and received approval for Title IV participation, you can use financial aid. Many foreign schools--especially those who cater to Americans--have. The school will have is approval number you'll need for your application, and a list of approved schools is available at the US Department of Education's website:

    http://www.fafsa.ed.gov/FOTWWebApp/FSLookupServlet

Select the correct year and select "Search." On the next page, select "Foreign school" and search, a list of foreign schools participating in federal financial aid will appear.
