According to the website, the address of the University of Devonshire is in the UK. However, the website of the University cannot be found in the www.webmaster.bham.ac.uk/ukuwww.html (is it an UK university?)

The foreign courses running in Hong Kong must be registered with the Department of Education in Hong Kong. The course is not listed in the HK Education Department's website: www.info.gov.hk/emb/eng/prog_high/index.html
as either a registered course or exempted course.
