All they need to do is lower the standards. For grades K-8 any associates degree graduate, grades 8-12 why not any bachelors degree with enough classes in area to do the job. Face it they all teach to the tests now and in lower grades its just baby sitting teaching topics their parents if half-way educated and interested could teach as well. In the upper grades any liberal arts graduate can teach half the topics and people with enough courses in science or mathematics could teach the other half. Maybe just toss in a sumer of teaching theory and methods in a class and off they go.

Exceptions for ESL, language and special education instruction plus honors courses for gifted students but the rest anyone could probably handle with some education in the area being taught. And at lower grades I think teachers could do in the main just as well as parents home schooling if not in the three cases I mentioned before.
