Walden University recently merged with National Technology University (NTU) and now offer masters level degrees in engineering. You may want to contact them and see if they are planning on adding a doctoral program.

I'm not sure which of these I would recommend over the others; I've simply listed such accredited distance learning electrical engineering doctorates that I've seen listed in _Bears' Guide to Earning Degrees by Distance Learning_. Check out their websites and see which ones suit your needs.
