    It's strange that the University of Phoenix would not have jumped on a potential market in their backyard (if one exists) especially considering that they just opened up a campus down the road from me in Norwalk Connecticut, smack between three local universities and their branches in Stamford.

    And so how do small towns make themselves attractive locations for out-of-state branch campuses to small colleges?
