Does anyone know anything about the Graduate Theological Foundation
    The Tower Building
    218 West Washington St.
    South Bend, Indiana 46601

They seem to have no official accreditation yet offer a variety of masters and doctoral degrees as PSY.D, ED.D, Ph.D, D.Min and an ABD completion program for a doctorate that is not residential (but the student must do his dissertation defense in Indiana} I had thought it was illegal to use an unaccredited Doctoral degree in Indiana.
    They state
"Owing to a ruling by the Indiana Commission on Proprietary Education, the Foundation is at liberty to offer its degree programs to professionals in the cognate fields of ministry such as pastoral care and counseling, mediation, church administration, spiritual direction, as well as in other areas of study. Because the Foundation maintains an internet library rather than a physical library and our teaching staff are contract faculty rather than residential, the Foundation does not fall within the jurisdiction of either the North Central Association of Schools and Colleges or of the Association of Theological Schools. Our internet library accesses 5 million full-text titles and our thirty-two contract faculty represent some of the most internationally distinguished educational institutions in the world, including Oxford University and the Angelicum in Rome."
They claim membership in the "Association for Clinical Pastoral Education, Inc." and " All professional and academic work taken for any graduate degree offered by the Foundation must be from an institution holding full accreditation from one of the following United States Department of Education approved and validated agencies."

Are their degrees valid and considered GAAP or is this an unaccredited legitimate program or a mill?

In answer to your question, this school certainly is not considered GAAP. A variety of opinions have been represented here regarding the legitimacy of this institution (you might be able to locate some of these previous discussions through employing the search function). While aspects of its programs seem a bit weak to me, its credentials seem to enjoy a fair bit of utility.

Thanks - I looked at the past posts and and got the feeling it's seen more on the negative side and the expert on these types of programs , Steve Levicoff, called it a degree mill in a 2003 post. It's being able to award doctorates in Indiana must come under a religous degree exemption but I can't understand how a PSY.D would meet this exemption.
