This week's Chronicle of Higher Education (Sept. 14) features a large color photo of Washington DC University, of Phnom Penh, Cambodia: a very large sign (half in English) in front of a small wooden thatched-roof shack. The article introduces an intriguing new player in the war on diploma mills. It seems the World Bank will only make a promised $30 million loan to Cambodia if the country passes and enforces laws to regulate schools. In addition to Washington DC University, the article mentions Regent College and the New York Institute.
