Looks very millish to me. Especially when they have this quote about accreditation:

"WIU is authorized to grant bachelor, master, and doctoral degrees by the Accrediting Commission International (ACI), a non-governmental accrediting agency located in the State of Arkansas (USA). Further information on ACI can be obtained from their website at www.accreditnow.com.

The accreditation process is voluntary in the United States through government-approved accreditation agencies, and WIU has chosen not to seek this type of accreditation at this time since it has enjoyed excellent success in the countries in which it is established through the Ministry of Education".

Mill per se. An effort to recruit Ph.D students in Taiwan was stopped in the last minutes due to local government' involvement.

Wrong info! They never offer any Ph.D program in Taiwan. There were 20-30 people signed up for their MBA program in 2002 (with their local agent-a Singaporean entity), nonetheless, the local authority (the consumer protection task force) was involved after complains filed. Stay away from this "school" if you still can.

Why couldn't they recruit students during that time? Are you trying to say that foreign universities are not allowed to offer programs in Taiwan through flexible learning?

Consumer Protection Law: foreign institutions are welcome as long as they are accredited.

The "Higher Education Act": no university (foreign or domestic) can operate within the jurisdiction w/o authorization from the MOE.

Therefore, it is OK for the foreign institutions to recruit students so long as they are accredited but they are not allow to operate in Taiwan as a "University". As you can image, smart business people figure some other "feasible" ways (workshop, training seminar, D/L, etc) overcome this.
