    Bad link??

Don't know if I'm unique, but tried the link and got this:

    "Please register or log in
The story you requested is available only to registered members."

If so for others, you try copy/pasting article to your message.

The moderators ask that we not post the full text of articles. However Registration is free.

I don't recall registering with the Chicago Tribune, otherwise I would have included the registration link in my original post. Thank you for pointing this out.

    As for the actual article...

That seems like a really helpful initiative. I was struck where it said, "Many African countries face similar problems, one reason that Internet access at most African universities costs $10,000 a month for the same bandwidth American and European universities enjoy for $100 a month." This was the way in the English-speaking Caribbean, at least a few years ago. To co-locate a server at Cable & Wireless with a T1 connection in Dominica cost $10,000 per month. Totally outrageous!

I hope they enjoy their satellite connection, but can stand the latency. Half a second each way can get on your nerves after a while. I ought to know -- that's how I connected my server in Dominica to the Internet to avoid Cable & Wireless!
