ODA has no evidence that this is an accredited or otherwise acceptable provider of postsecondary education meeting Oregon standards". is it a good PhD to perform? taking into consideration cost as a limited factor

It's hard to know what to say to you without knowing what subject you want to study and why you want to earn a doctorate. Akamai is not a conventional American university. It receives very little recognition domestically or internationally. If you want a doctorate with broad acceptance by the scholarly and professional communities, then you probably need to look elsewhere. But Akamai does have some interesting people teaching for it. It might have some value for people who don't have a degree objective or who want to study something avocationally. My impression (I have no inside information) is that Akamai is kind of an umbrella, offering an institutional affiliation and a degree granting mechanism to a collection of independent scholars who basically operate their own programs and do their own thing. Some of them are more credible than others.
