Lacrosse is "accredited" by the World Association of Universities and Colleges (WAUC) which is a well known "accreditation mill". WAUC is not recognized as a legitimate accrediting body by the U.S. Department of Education. Lacrosse's degree mill status has been discussed here previously. According to Bears' Guide, the following accredited/recognized universities offer a non-residential doctorate in mathematics: Central Queensland U., FernUniversitat, Open U. of Hong Kong, U. of Bradford, U., U. of Melbourne, U. of New England, UNISA, and U. of Technology Sidney. Which of these might actually fit your needs and circumstances only you can say. You could also design such a degree at The Union Institute. Rich Douglas
Mark's advice is wise. Lacrosse was started by the same people who run or ran the equally nonwonderful Columbus University. You won't find a properly accredited entirely nonresident doctorate in mathematics in the US, but the subject index to the 14th edition of Bears' Guide suggests they can be found at Central Queensland U, the Open U of Hong Kong, the U of Bradford, the U of Melbourne, the U of South Africa, and the U of Technology (Sydney).
