Well, shoot... anybody can make a list of just any ol' Irish distance learning certificate, diploma or degree programs. Look! My list has over 150,000 items on it! I ask again, "In what? And at what level?"
Oscail is a collection of all the irish universities, you need to register with one of the NUI universiites and they pace the speed which you study. You almost certainly have to do the exams in ireland, they will agree to proctored exams abroad in a university as long as you can provide proof that you will be supervised. Apparently some unis give you the paper, leave you alone and come back to pick it up. A full degree will cost you between 7000 - 1000 euros.
