The South African Qualifications Authority says they won't accept money ordrs but will accept postal orders. What's a postal order -- a money order issued by the post office?

Yes; I've used them many times, though never internationally. South Africa is not among the countries listed on the USPS site as accepting international money orders, though.

If in fact they can't accept a US postal money order, might they accept a cashier's check from a major US bank?

The South African Post Office seems to do money orders to and from foreign countries. Check out <http://www.sapo.co.za/comm/postofficeframe.html> and go to Home / Products + Services / Retail Products / Money Transfers

It doesn't say how one sends such an order, but there is contact information available on the site.

    Thanks, alarming,

They'll also take a bank guaranteed check and electronic transfer.
