This would seem to be a very good thing. This is especially true if as a part of the overall strategy, it results in increased opportunities offered by the established Indian universities.

Around 8 million graduate from Universities in India every year....yet, plenty of students drop out too as education in many places is tough...Many DL schools of US/Eurpoe find it easy to penetrate in those markets, as abundant number of students..But, most of these distance schools get no respect from employers..as there is no shortage of students from good schools....
Thus it has been noticed that many of these non indian schools, finding low profits, close down with few years leaving students no benefits or payback...I am glad India took that decision, making only good schools with a long term vision and not just profitability, lay down their foundations in that country...

If they follow through on everything noted in the article posted, this could be a very good thing. Transparency would be the key. Certainly tightening standards for foreign universities would be helpful; there has been more than one case of foreign mills setting up "branches" in India, but it seems that the government is wise to them, as to the many indigenous mills that have attempted to put down roots. Problems still remain with the attitude towards DL programs, part of which involves the manner in which some of those programs are administered.
